essentially that’s the lesson of LIHTC. Grants to affordable housing providers get cut, while byzantine schemes that enrich middlemen such as tax credit syndicators, accountants, lawyers persist ….

I would not undervalue the fact that something like 75% of associated investment dollars (and the jobs they create) have gone into, or been committed to, GOP districts.

Lol. The GOP reps are already taking credit for projects they voted against. No way do any of their voters connect the dots. These are the people that want to kill Obamacare, but love their local version of the ACA and don't know they're the same thing.

Speaking of food, @70sbachchan.bsky.social once mocked IRA as Wall Street's "bottomless mimosa bar." But bottomless mimosa bars aren’t booze giveaways — they bring new customers buying meals. Changing investor appetites is good politics, and where they dine is critical to decarbonization. 2

Let's revisit the "carrots vs sticks" policy debate as US climate policy falters.

IRA will exceed $100b in public spending and $500b in private by year-end, whetting market appetites for more clean energy carrots.

For climate policy sticks to work, OTOH, you have to keep beating the donkey. 3
