Then the administration is in contempt of court and should enjoy the measure that judge chooses to exercise when in contempt of court. The judge may also wish to issue a definition to the DOJ of what a court oder blocking something is.
Clearly, separation of powers is a nice theory, but doesn't hold up in practice. The idiotic president can simply scribble his name on an EO with his crayon, wiping out laws and departments. And forget about SCOTUS coming to the rescue. The majority has been bought and paid for by McConnell et al.
