The expectation is that the government will comply. The plaintiff will ask for proof of compliance. The court will then tell the government to show proof.

The TRO addressed many issues in a lot of these comments. DOGE is to destroy any copies made, and undo any changes to the software. Lots of details like that in the order. Judge covered just about everything. If they're found to not comply, this order would show what they were instructed to do.
