I think that Biden is doing it now to put Putin on a corner.
Putin knows that Trump, (a.k.a his mate)- is coming and if Putin acts ballistically, Trump will have to respond one way or another- so like this he is getting Ukraine in a better position to start negotiations! My theory only!!

Biden - like many Americans underestimated the stupidity of the electorate. (Despite warnings from HL Mencken) however, given increases in Russian attacks, it was an appropriate time to change the restrictions. It also makes things a little harder for Trump, since it will be difficult to rescind

Biden and team tap-danced around Russia precisely because they had members of the "Left" coalition (I put it in quotes because those people voted for Trump in the end) and some "Right" groups (again, paid by the Kremlin) called them Warmongers and they placed too much value in those voices.

Overly cautious dithering is in the dna of every Dem leader. Election season makes it worse. Everyone in the world was deferring their decisions until the results of the elections were known. Just a thought James regarding vat on school fees. Given that schools will be able to claim VAT back on their substantial purchases, they should be able to pass on those real savings onto parents in lower ex-vat fees while reducing the marginal vat rate paid by the school to well below 20%.
