Actually there are labs in the UK, but they are in Scotland (where water is separately administered) and the writer seems to have forgotten that Scotland is still part of the UK. Would that it were otherwise.

Everything they use to build infrastructure (hah!) or treat the water has to be known to be safe before it's used. And they wouldn't pay the labs so they shut down.
If this was really a Brexit problem, the regulation would have been scrapped.
I’m not a lawyer, but I’m guessing that preventing people from getting to school and work, and hurting the economy by poisoning them doesn’t carry the same penalty as doing the same by blocking a road with a protest ?
In some countries, corporations are held liable for this kind of thing. The UK may shy away from notions like “emotional damage”, but thousands of people infected means many thousands spent by the NHS.

As an American, resolved to paying $300US per year in water filters in order to avoid drinking the shit-flavored river sludge they call tap water here, it’s at least comforting to know we’re not alone. Brexit was the second-worst blunder of the western world in the last 10 years…sorry, third-worst.
I think you mean England. Scotland has its own testing facilities - and if England asks nicely I'm sure we could come to a suitable arrangement to carry out testing for neighbours. Mind, everything has its price😉
