It is definitely surprising!
I think on the one hand, the CCC’s remit is decarbonisation at lowest cost, and there’s an argument that, eg, solid wall isn’t the most cost effective.
But it’s also a quick rush to 2030 on cavities/lofts, which I think is a nod to the fuel poverty target…

There are, as you say, plenty of other reasons to do it!
Not sure whether CCC would have considered or not, but it is def a challenge.
