I “didn’t need it” and I spent most of my COVID stimulus buying some art by an out-of-work friend with a baby on the way. The rest I donated to local charities and put toward some credit card debt. I think this is probably more typical than a crypto-buying spree

It might be, but there was enough of said buying spree to raise the question, so let's look into it. Worst case: we look into the numbers, find we were wrong, and we maintain status quo. Best case: we learn better how to help people like your out of work artist friend next time

It might, and probably will. But, if we avoid doing excess means testing (shit like: do you have savings, or a vehicle, or an asset) and based it strictly on say, income and state of residency, we could probably minimize those costs and still meet the goal of helping those who need it

Possibly. I will add though that universal programs seem a lot more resilient politically. Most people still support their public libraries and public education, even if they otherwise oppose something like food stamps. I wonder if it would simply be better to have all programs be universal.
