They used the ISO 3166-1 list of 249 countries and associated territories— not the list of 193 independent countries recognized by the UN. According to an American journalist, they simply took their trade deficit with each territory and divided it by that territory's exports to them.

It's fish. We buy fish from them. They're a really small population and I'm guessing they buy almost all their materials from Canada, bilateral metrics are just a really unfair way to measure trade with them
