When ppl are frightened, they don't analyze threats well, often over-react.
But society cannot, must not bear the cost of police errors.
1. BLM movement DID try to hold police accountable with some success.
The focus on the black community (and the backlash to that) limited effectiveness.
Many ppl that never had anything to fear assumed everyone else had the same experience as them.
Police pushed back hard.

And what race are these illegal immigrants? They come from Mexico, Central & South America, right?
If your hypothesis is true, deaths for that group would be the highest.
