Here’s article II, section 3, with the relevant text highlighted. If he wants to try this he can go ahead, but this is a power that has quite literally never been exercised, and it’s contingent on a disagreement between the chambers that won’t happen.

“The powers of the President of the [Russia] cannot be used to change the national state structure of the RSFSR, to dissolve or suspend the activities of any legally elected bodies of state power.”
Then yeah, I retreat to saying I can see reading it past the emergency session, but not so far that it gives the president the power to dissolve Congress basically at will. Just not consistent with the rest of the document.
"If Congress can't decide which day to adjourn to, the president can break the tie" comports with that
(Con't)
If both houses want to recess for longer than 3 days but can't agree on when to return - President adjourns them until such time as he thinks proper Does that means he picks from the 2 dates or any date he likes?
Looks more like a president can convene and dismiss an emergency special session.
It doesn't mean a president can arbitrarily send Congress home.
But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
