I haven't been following Simeon Brown's work thoroughly, but I definitely heard what everyone heard w.r.t. his approach to transportation.

Could you also sum up his legacy on the RoNS?
Even with all the buzz, did it also eventually end up being very limited?

Basically, yes. Very expensive lines on maps though as most highways funding will be spent on redesigns over next few years.
