IMO that depends on the relative value of time pressure in puzzle vs. action games. The puzzle doesn't get more complex over time; the blocks just drop faster.

I hate this type of categorization.
You have to be very obtuse and “pick and choose” about what aspects make up what category. Through that method you could say Tetris is a turn based rpg, because there are turns and you have multiple possible actions. This ignores the need for a story.
Puzzles, racing, fighting, sports, arcade games, platformers and similar don’t need story or even lore but probably have that. Shooters are in the middle ground of you can definitely make a shooter with no story but have you seen one of those?
Almost every action game has a story.
