Legally is 15 days, internally it takes a bit to make sure all the info is absolutely correct and spot on and move it along so the number is conservative. Even a small change requires an amendment

Its buried late in a long article. The effects of the freeze on study sections and councils will be gaps in funding that will lead to layoffs of lab personnel and halt research that the US has already invested it. It is also making trainees reconsider staying in research. It deserves its own story
