They didn't just demand "reparations," what they did was extortion. France threatened to block Haiti from trading with anyone by refusing to recognize Haiti as a sovereign nation if Haiti didn't agree to pay. Extortion/theft. They need to pay Haiti, plus a mountain of interest.
