I may have mentioned this to you before, but: The etymology of "Sheriff" comes from "Shire-Reeve"; the chief supervising lackey of a shire county. So they are related that way.

Norwich is exactly like Bristol! The city of Norwich has the rights to the river Yare really far downstream so it also has a tail. There's a stone cross on the riverbank marking the end!

See also the Hansestadt Bremen, where it was found in the early 19th century that the river was silting up so they founded Bremerhafen downstream to carry on trade, and now this German Bundesland is split into two enclaves linked by a river.
This is great, among other reasons, as it reminded me that my ancestors fought on both sides at Culloden which may or may not be an insight into my character
