For people wondering why it's "rare," it's because the target was the West Bank, not Gaza. They are two different zones. The West Bank has been illegally occupied by Israel since 1967, and Palestinians there recognize Fatah, not Hamas, as the ruling party. They weren't involved in the 10/7 attack.
