Iran operates the French made Mirage F.1 even though Iran never bought them. During the Gulf War, around 30 Iraqi pilots fled to Iran with their Mirages. And because there is no kill switch in any weapon France sells Iran now operates them.

They don't get the parts and maintenance do they. The fact that Trump stated he wants to sell weapons that are 10% inferior to what America gets to allies in case we becomes enemies means America isn't a true ally. No kill switches shouldn't be involved that way.
I mean in the era of the mirage F1, what would a kill switch even look like? Not like they're internet enabled. But this shows that spare parts have made their way to Iran, which must be some kind of failure of sanctions.
Sanctions make getting such things more difficult, never impossible. The current Russo-Ukrainian war is a perfect demonstration of it. The global economic network of literally everything is simply too vast and complex to plug every hole.
