Think of like when a printer eats a sheet of paper and won't let it go and you have to pull it out by hand. All the ink gets smeared on the page in a similar way to when this happens.
Like when you handle a newspaper for long enough, some ink rubs off on your fingers. With thousands of bits of mail passing the rubber rollers/belts daily this rubbed off ink mostly stays on the roller, but if a piece of mail is stuck, the rubbing for hours/days builds up on the paper.
Not burned. They're marked with ink/residue from the sorting machine. I get pieces like this on my route from time-to-time. The rolls sort millions of pieces a week, and the ink and other filth accrues on the machine. At a glance it resembles singing, but look closely. The letter is more important.
Do we have confirmation on this? And what can we do if something needs to be done? Is this the action of a lone maga asshole or generalized? If generalized what's the danger level?
If you run into trouble, my friend had luck asking a Democratic senator to put pressure on the passport agency to return her original, unamended passport. In this case it was Chicago and Senator Durbin.

People have been saying that it looks like damage from a mail sorting machine, and the damage does look similar to examples of that Ive seen online. If that is the case, someone has improperly repackaged the damaged documents as the external packaging was undamaged. Photos from Jersey:
I thought they mailed back the passport and supporting documents separately? That was the case both when I got my passport the first time and when I renewed it.
His new, destroyed passport arrived in the mail with a notice saying that his gender was changed to “female” to reflect his “biological sex” and to match the submitted documents. All of his submitted documents (birth certificate, state ID, & social security) are updated to “male”
I'm not sure if they are able to assist with this but Danger Law in Massachusetts has support specifically for trans people. They may be worth reaching out to.
This alone, whether the package was intentionally "burned" etc. (looks like it was just mail damage), is all Sen Warren is looking for. She wants to hear from everyone that this is happening to.
I won't speculate on if it was done deliberately or not (and that last page seems to indicate that there *is* some fuckery beyond the destruction going on with the gender)
But this does look remarkably like the damage I saw when I received a (formerly) lost replacement credit card months late.
I'll second that rather than burn marks those look more like scuff marks from being stuck against a roller and the ripping damage looks consistent with getting caught (like a paper jam in a printer).
Not saying it is 100% not deliberate, could be. But this does happen with mechanically sorted mail.
yeah I can't say for certain but the black stuff in the photos (and a from a few more posted on twitter) looks more like it's toner powder or bits of a rubber belt from a sorter
Yeah. My guess is that it ate the shipping label, was returned to sender, then repackaged and sent out again. Sucks, but happens more than people think.
i wanna reiterate this would still be alarming, upsetting and genuinely frightening to get your documents back in this state even with the damage being plausably accidental.
They get jammed in belts that continue to cause friction even when something is stuck in them as they don't automatically stop unless the jam is SUPER bad. It can cause burns, but also black smears of grime and rubber from the belts/rollers.
i'm in mass but wondering if the state is relevant since it's a federal agency? isn't it likely this happened at a higher level once the app was submitted?
I feel I should point out that this isn't burnt. This is a package that fell into the rollers in a mail sorting machine, and got ground up as a result.

I work for USPS at a large sorting facility, and that is almost guaranteed what happened. Unfortunately, with us running 300+ million pieces of mail a day, even .01% getting damaged is still a lot of pieces. My wife did everything in December and it's all proper before they could do this to her.
Correct. That's why this was received via UPS. DoS prefers mailing with USPS. Was likely mailed with USPS, damaged, recovered, and mailed with UPS for faster service.
