A frustrating thing about "Phase One" of a policy is that it's hard to get people excited to support the high level policy needed for later concrete changes. But it still presents a veto point for those who oppose any change or invent worst case scenarios. There's no phase 2 if phase 1 fails.

They KNOW there's going to be opposition regardless if they go all out, or take baby steps. So why create more opportunities to oppose?
Just get it done properly, the first time.
