@jamilan.bsky.social has a great paper on sanctions against Russia pre-2022. Targeted firms were protected and favored by the Russia government, leading to aggregate misallocation.

Had the same question (via divestment/exclusions, not sanctions) and laid out the potential mechanisms how it could affect the real-world in this paper. Haven't seen much convincing empirical evidence. https://dx.doi.org/10.2139/ssrn.3337779
