i don't actually believe the self ddos thing. nor is it actually a new policy. it's something even dumber and more basic like them not paying their bills

I believe the auth-only twitter was an idea fully-implemented but never planned for full rollout and thus front end clients never anticipated that edge case. Probably not the only reason though, this is downstream of something much dumber like you said.
elon walking down through the server room at twitter central command holding a big ol' bowl of soup, all the way full to the brim. suddenly, poor cable management rears its ugly head
Yeah, the timing of the Google nonpayment is just too coincidental (and too obviously a huge fucking mistake) to not be the culprit here. Not that I doubt their code is bad enough to be self-DDoSing, but it probably wouldn't be happening but-for the loss of service from the Big G.
The only reason I'm not leaning in this direction is because I feel like someone would've leaked that by now, because there is almost certainly NO ONE in that company who has anything approaching loyalty.
Unpaid bills are also true, but racking up 429s the second you hit the rate limit as fast as their servers can respond and your web connection can retry can't help anything either - just look at it spew request to nowhere: https://mastodon.social/@karlrolson/110640772330292304
