"Living at" Dorchester House? Interesting.
Dorchester House was then a "Settlement House" meaning it provided social services to immigrants.
and indeed, Ms Kate L Butler was "Resident In Charge" at the old location east of Dot. (7 Gordon Pl (@ Duncan Terr., just behind the Field Block & Field House)
In official state Charitable records, her position is given as variously Matron or Superintendent. (The only f/t employee in 1919; 13 p/t, and voluntary BoD.)
She'd previouslyh been "Head Worker" at "Cottage Place Neighborhood House", 1049 Columbus Ave, Rox.
(I'm startled it's that new a coinage, it has the flavor of much older, which would be why it won despite being literally the simplest answer to contest challenge.)
(Afterthought:
it shouldn't be at all surprising that the Matron of a Settlement House was a 'dry'.
OTOH the quickest way to create a nation of scofflaws is to pass scoffable laws.)
