BURY the WH w/ publication approval requests. SMOTHER them (figuratively) & make them choke & gag on such idiotic restrictions. They have neither the staff, nor time, nor expertise to review even a small fraction of what you all produce. And publicize abstracts of what you're trying to release.

Note they also state: "Rules of Conduct Guiding Federal Employees’ Interpretation of the Law. The President and the Attorney General, subject to the President’s supervision and control, shall provide authoritative interpretations of law for the executive branch."
