Does this mean if Betis win their playoff they could be Chelsea’s opponents in the round of 16, considering the 1st seed will draw either the 15th or 16th seed? If so and they do draw Betis, I wonder if the narrative about this being Chelsea’s trophy to lose is cooled down a bit.
I am not saying that Chelsea shouldn’t still be clear favourites, but the only two teams that can be classified at least as tricky opponents are Fiorentina and Betis.
You’re right, but Betis are improving. They drew with Barca recently in a game they should have won and then beat Villarreal away despite being a man down. Again, Chelsea should win, but knockout ties aren’t always won by the better team, and Betis have enough in them to test the Blues over 2 legs.
The squad Chelsea have in comparison to their competition should win it comfortably. I’m not saying they will because football doesn’t always work like that, but they absolutely should win it.
Eight bowls are prepared for the draw. The seeded (top 8) teams' names are placed in one set of bowls, and the unseeded (plplay-off winners) teams' names are placed in another. So, it's current standings doesn't really decides who you face in round of 16.

Fiorentina are the only half decent side.
