I'm assuming it's similar to the Demons Souls remake, where a separate engine handles the visual uplift while the old game is running underneath it as is. The recent Ninja Gaiden Black 2 was like that iirc

Although to be somewhat fair, Bethesda often eventually gets it so there aren't many game-breaking bugs anymore before they abandon it. Usually anyway.

Bethesda won't bother fixing games properly because they know the fans will do it for them so why put in the extra work.
Which put them in an awkward position when they then went and made an online game where you can't just mod the shit out of it to get it working as intended.

Also super awkward when Starfield was clearly designed from the ground up for the community to fill it with content, but then the base game itself was mediocre at best so it just collapsed under it's own weight.
