Does anyone know of such a blocklist or do I have to read up on the API stuff and learn how to write one? (I have programming and API experience, so it shouldn't be too hard for me, and it would be automated)

Yeah, that would be too far for a 'Hate Enablers' list. It would be more a 'useful idiot' list I was thinking of. One with a temporary timeout of a week or a month for interacting.
I have a framework for what I call Carnival Barkers - the people who just will not stop inviting the violent / hateful to target them and those around them. Not sure there’s many of them though

It doesn't include those that interact with him in general - I think that would be too nuclear for me - but the code that runs this one is open source, so could be a good starting point to build what you seek.
It doesn't track interactions though: that requires listening to firehose and/or a lot of API queries, which wouldn't run very well under free GH Actions quota.
One way I could think of to add those who interacted with him is to do it somewhere else and periodically commit an updated file with the list of DIDs alongside your config (and use `file: ` knob to merge that list with all other criteria)
Maybe that would be enough. I wasn't thinking of perma-listing for the interactions, more like creating a timeout. The idea would be to make his account a total pariah, like you have a choice to interact with him or everyone subscribed to the block, but not both.

I could see that being a useful tactic for more than just Jesse and his ilk - as a wider moderation method in general for discouraging bad behaviour.
Might be an idea for a labeller. 🤔
Use a temporary app password rather than your account password. You can create one in Settings -> Privacy and Security -> App passwords.
