I tend to think it is not harmful speech. Still, reasonable rules will also filter some percentage that are controversial.

I'm ok with banning propaganda, provided there is a robust judicial process with lots of checks and balances. For actual speech to be heard, it can't be drowned by s***.

The US could do with more controls on hate speech. It’s not really in a position to lecture about the benefits of unchecked speech at the moment.

I know it's a crime here in Australia to display one or make the salute like E-Schlong did. He would have been arrested in Australia.

Swastika is automatically banned if the content has no historical reference (for example, a historical photo) or if it is not clear that the depiction is directed against National Socialism. The rules are strict, so you see significantly fewer swastikas here than in the USA. And that's a good thing.
