Konami doesn't give a shit about video games cuz they make too much from Pochinko machines and it used the PS3 motion controls for some aspects. It would require quite a bit of rework and tweeking as opposed to just optimizing and sharpening the graphics.
Aside from some specifics regarding the PS3 hardware you're likely aware of now (the game didn't even emulate well until very recently and even then only with high end hardware), there's like, straight up an Ipod in the game lol, there's no doubt legal issues to it too I think
I would assume it's more of "nobody knows how the PS3 works so we can't port the game whoops" and also a lot of product placement that would be difficult to renew licensing for, like how MGS3 wasn't ported because of historical footage or whatever
I've always assumed it's a mix of "not the right time" and "too expensive to engineer the port" .
Not to mention all the licenses that actually appear, them alone might not make the game worth porting.
I am really hoping they include it in the Master Collection Vol. 2. MGS4 is the only Metal Gear game under Hideo Kojima that I never experienced. I gave up on the console war a long time ago and been strictly a PC gamer, so I need this port to happen. 🥹
Presuming the rumour about them having an Xbox 360 port that worked better than on the PS3 during development is real and that they have it somewhere deep in a vault, might not take too long after the release of Delta. (I am not confident at all, just copium)
likely need to edit out ipod, mention of blu ray discs and various other branded products the license deals have ended for. plus weird moments where otacon says 'woah its great to be running on the ps3 system eh snake!' lol and other stuff konami probably cant be bothered to change
The PS3 architecture is a massive pain to deal with, and MGS4 has some weird gimmick moments that would be pretty hard to translate over, which is why I assume it's been taking so long.
Still I'm pretty sure it WILL finally happen when the Master Collection Vol. 2 finally drops

My only evidence for that is that the PS3 was infamously difficult to develop for compared to PC, 360, and especially the PS1 and 2
