I agree that "proof" is the wrong word. It's too easily dismissed. The GOP don't even have a theory that would resemble probable cause of anything.
I’d have expected “despite no incontrovertible evidence,” or “with limited evidence.”
They kept doing that for the “rigged elections.”
Not “evidence of a dozen cases of individual fraud, overwhelmingly perpetrated by Republicans,” but “no evidence of widespread election fraud.”
