2 things happened at once: sulfur for all areas was cut from 3,5 to 0,5% and for certain areas like the med it was cut from 0,5 to 0,1

When plants recover from the acid rain, they also create cooling clouds by releasing pheromone-like "VOC". So over land, SO2 reduction is not such a clear-cut heating source as over oceans.
