I think it would be cool and good if a president simply didn't have the power, or even the hint of the ability, to make this threat. Article II needs some serious rework if we're gonna maintain a republic.
1 bit we should keep in mind is states like CA/Maine have legal protections which explicitly include gender identity. So CA itself, w/o changing law, is basically required to fight this w/ or w/o Newsom's support. EO's, which are not laws, have a pretty bad record going against established state law
a compromise "proposal" (doubt finalized) like if a trans athlete gets 1st, 2nd place "bio female" (BS term) also gets 1st, but that policy likely breaks CA own laws in multiple ways. Can't w/o approval just "change" such policy unless private org like NCAA if against state law even if Newsom agrees
Prop 13 leads to cyclical budget crises since the state relies much more on sales tax and income tax, which are both strongly correlated with economic conditions. Big booms and then big busts.
When the economy tanks he'll make a desperate bid to backpedal his betrayal while still saying he's "working with the President on recovery efforts" (while Trump says California deserves to die), and his Presidential dreams will wither in front of him.
Whoever California elects in 2026 is going to be the most progressive governor the state has ever seen. It doesn't matter what their pre-2026 politics were, they and the CA Dems as a whole will have to run to the left and run as fighters to get elected.

Bloody death cult.
Also, OK, all the military bases/shipyards are State property now…
