By using a Mushroom at an unfortunate angle in 200cc mode on the GBA Mario Circuit track in Mario Kart 8/Deluxe, it is possible to land in one of the tires decorating the course. The tire is inescapable, forcing the player to lose the race.

Why would you? Being idle for 10 seconds is a pretty normal thing, unlike falling for 10 seconds which can be a good failsafe trigger (but wouldn't apply here)
If I had to guess, it might be that being idle for too long while playing online causes you to be disconnected, while playing offline, you can be idle all you want
the game KNOWS where the tracks is, because smart-steering works, so this probably means the off-road and such is considered ''track enough'' not to trigger Lakitu after being there for a considerable amount of time
I'm more baffled by the fact they even made the inside of the tire be hollow, usually in other games where decoration stuff has no intractable actions with the player that they would just make it a "Solid Object" all around.
I think on this course, if not others, there are interactable movable tires on the course - they probably reused the collision from those for these tires I'd assume
I mean, it's only possible on one course, on a speed that was added in a dlc/update, at a very specific angle, with a mushroom. Pretty reasonable to miss in testing.
