Arguably it helps poorer families more, if people are out of work a flat "get money for having kid" is more egalitarian than only providing it if they have a job.
Seems like an unequivocal good tbh.
Further it doesn't address the fact that flat monetary incentives to people having children is a more egalitarian approach than simply instituting maternal coverage, which again, won't help people out of work.
But if you want more help for new mothers/expecting parents, I don’t see the benefit of criticising this policy which could be a very real help!

And yet, worldwide fertility data (Finland, S. Korea, Italy, Japan, Spain, UK, wherever) suggests none of it matters vis a vis fertility rates. Affluence = decline.
