It looks like they've just been told to redo the environmental impact assessment so it seems like quite a similar situation to the Italy case - the govt won't be able to just refuse to accept a new one and cancel the licence. They'll have to follow the proper process.

Although, & generally, the health & environmental impact of burning fossil fuels is "terrible". But, the powers that be often try to justify that as the environmental cost of economic growth.
