The weak points are the Republicans in Congress representing purple areas. We only need fewer than a handful in each chamber to make a meaningful difference by voting against Trump‘s agenda. Everyone with R representatives and senators must mobilize and push hard.

Cabinet level nominations only need a majority and they've slowed a few of those down to the max, but they could also be objecting to more routine day to day business and making it clear they won't cooperate with Republicans to keep the Senate running in a business as usual fashion.
