Choosing to be publicly soft on crime, especially over incitement to riot (has she seen how that polls? It’s only a google search away) is…bold. In the Yes, Minister sense of the word.

I expect she's just - like, seemingly, everyone in both Tory & Labour parties - grossly overestimating what % are actually ethnonationalist filth, failing to realise a lot of Reforms vote share is low-info voters fed up with failure in govt, and assuming far-right commentators are the route to power

If there is logic to it, and I’m not convinced on that score, it’s that she’s still campaigning for the party leadership: she knows that is the next election she’s going to face when a challenger emerges between now and the next GE.

As the late great Sir Terry Pratchett said, the aristocracy "understood that justice was like coal or potatoes. You ordered it when you needed it".
They genuinely seem to believe that the law only exists to selectively punish people they don't like, not that it should apply to them in any way.
