My understanding is that in the Canadian system, the visa adheres to the individual, not to the employer, as it does in the US.

I work in academia and if I find another university who wants to hire me, they will for sure apply for my H1-B too.
And the bit about academia is fact.
I've lived in both countries as an immigrant, and believe me, both systems can be exploited by the employer and the employee. Neither is perfect.
OWPs are usually given to individuals graduating Canadian schools, or accompanying international students.
