The NYT's motto should be "History Began This Morning," who else but a bunch of willfully ignorant click-chasers could forget that "Repeal and Replace" was the mantra for 15 years with the GOP, except they never came up with a replacement plan. Dogs with phantom tennis balls are harder to fool.

There are many reasons to be mad at @nytimes.com for their deplorable horserace coverage. I don't think this headline is one of them.
And let me add that putting "better" in quotes is also pretty significant.
I mean, the NYT isn't a lefty blog. In that light, I'm not sure how much more can be asked, on this one particular headline.
It's not Harris simply *saying* he'll repeal it; it's Harris *quoting Trump* and the entire Republican party saying, repeatedly, they'll repeal the ACA if given the chance.
