Some guts it must've taken to, by a stroke of a pen, decide that you don't feel like abiding by Federal Law, text & tradition bc you *feel* that you have that authority.
The only purpose of this policy is to threaten the independence of ALJs by threatening to fire them. No other reason.
They'll couch this in high-minded, constitutional-speak, but that's really what this is about.
