I believe an “underage girl” is 16 or 17. I’ve taken heat for this before. It’s a legal distinction. You may disagree but the age of consent in a majority of states is 16 or 17 ( 38 of 50).
You can argue day and night which word is best suited for adolescent teens, but children still suits. With 18 you are not an adult, you *start* being an adult.
