The standard would be regular citizens contribute in some way to community self defense, through a variety of options. You'd still have cadres of professional say wildfire fighters, but a much larger bank of people who regularly train to aid and assist them and can be deployed en masse in disasters

The idea was to create independent networks to reinforce and care for people. Who is going to check in on the guy with cancer? Grandma with diabetes? Someone needs to be prepared to distribute food, water, ect.

Our government has grown complacent, taking volunteers for granted now that we are seeing the impact of climate change. Demands on volunteers are increasing, but not support.
