I thought by the geography you might be right but turns out they weren't dogwoods.

From the 5 notched petals, pink pistils, and red centers I do believe they are Okame Cherry blossoms.

Yours is a saucer magnolia- the fuzzy bit is a flower bud sheath.

Cherries are up next. They are definitely working on their overture! My guess the cherries around the tidal basin will be in full bloom soonish and probably at least a week or two early.
