No, I think you're mistaken about the responsibility that ordinary Americans bear for Trump coming to power. It's not at all obvious as a matter of political theory that citizens bear responsibility for the decisions of their leaders.
1) A country elected a leader in a legitimate election
2) Therefore all it's citizens are responsible for the actions of that leader and his government
It doesn't obviously follow at all
I think the issue is what you call civic responsibility is often conflated with other types of responsibility in ordinary speech
I feel intense shame based on their actions, even though I did not vote for them. Perhaps that is very close to what you're getting at.
