Trumps policy may be built on the idea that the USA cannot compete with China and so it’s better to withdraw, and coerce remaining allies (Canada) into complete submission in a smaller yard.

To sustain the fleeting unipolar order and keep “America first,” the US doesn’t need to confront adversaries. It needs to coerce allies.

It achieves just the opposite of their intent & makes America isolationists. It only works on poorer economies without any allies.
Maybe more fitting Trump's primitive brain and consistent with his other prettily vengeful acts.
