Of course. Political parties & campaigns are required to adhere to laws & rules. PACs & billionaire individuals have NO rules or laws to which they must adhere. Thanks to SCOTUS for the Citizens United decision & Congress for not passing a laws making PACs & individuals adhere to campaign laws.
That sh*tty "Citizens United" decision lets billionaire oligarchs, like Musk, buy elections. We can't have valid elections, in which our citizenry picks our leaders, with this system of legalized bribery. Public offices should not be for sale, but right-wingers put "for sale" signs on them anyway.

I did a bunch of research into this (reading the statutes) for citations in some writing I did and they’re wrong about it being legal if it’s non-partisan. It’s illegal to offer anything of value to vote or not vote, period.
