I'm serious about the funny hats, by the way. I'd allow peaked caps, even though they're vaguely military, but no berets.
Campaign hats in bright colors would be ok, or slouch hats, but only if worn at a jaunty angle by regulation.
You want something distinctive, but not a helmet.

Bright colors, blue or tan, no camo pattern.
A police officer should be immediately recognizable as both in uniform and as not being a soldier.
Modern UK solution: police wear hi-viz.
*Those hats never included buckles historically but I don't care, it'd still be perfect.
Also a great fan of the requirement that almost everything coppers wear must be bright yellow and reflective.
(Or ICE goons)
The clown noses hold the body cams. No body cam footage, no charges.

municipal police will have to wear different colours but preserve the principle
We need to emphasize that they're not soldiers, but also that they're not local police either.
Also striking how, like, the real feds that went through the hard fed school at Quantico wear the simple and clear windbreakers, while the discount feds want to dress like they're headed to Pokrovsk in camo and armor.
