This is west skokomish valley road on the Olympic Peninsula in Washington State. Decades of clearcutting in the headwaters and reduced flows out of Cushman Dam on the north fork lead to a river bed higher than surrounding land surface. First and most frequently flooded river.
Happens in my area of Washington too and we also have signs at the bottoms of many steep hills warning of fish crossing during heavy rains because creeks overflow. I love my weird ass state!

This happens in Washington state all the time. North of Seattle where they grow tulips the rivers flood across the roads. The cat was probably from some other video tho.
Been there (Skokomish Valley). The fish are amazing no matter how much we throw in their way. The river regularly floods because of logging/siltation in the Olympic foot hills and ag diking.
