We've already had that, for decades, where health is concerned. The other competitors are the "Pharma Lobby" and the "Republican Party". [Yes, the Democratic Party does, but they're not _committed_ to it the way the other two are.]
Studies can be cooked of course, but nations that have a mix of public and private medical facilities come out ahead in the ones I've seen. U.S., usually last overall for the money spent.
Unironically too much competition is what kind of hurt agencies pre Trump. Government labs are often pitted against each other for resources & staff and encouraged to undermine each other. For example an FDA lab in California and a lab in New York would obviously work to make the other look bad.
Split it into centers for Disease Prevention and Disease Cure and see which does better. My money's on Prevention but I bet Cure ends up getting all the funding
