The Tri-GLA of the UK and Republic of Ireland have been doing work on a modern LORAN system. Not sure where they're at at the moment, but the boffins in R&D have done a load of work on what has catchilly be termed Resilient PNT signals (position, navigation, timings).

It doesn't take a genius to understand that a terrestrial, low frequency, high transmission effect system would be immensly more resilient against jamming than a GPS/GNSS system.
