Here's what this does (I had a client in which this happened to her son). The police pick up a group of teens hanging out on the street corner because someone points a finger (in a drive-by ID) at them and says they shoplifted. They all get arrested and the police figure they will sort it out later.

The Senate has voted 84-9 to advance a bill that would direct ICE to subject migrants to detention if they were accused (not even necessarily guilty) of theft crimes like shoplifting & empower states to undermine federal immigration policy and even go after individual migrants.
